Problem with T420 eGPU

Hi,

I am not sure what is the problem but I have this situation:
I got PE4L for external GPU for laptop,
I connect it with mini PCI-E.
It works fine on my acer laptop but tried everything I could on T420 and
nothing - when the windows loaded the eGPU isn't detected...
I thought the problem might be the "whitelist" which I am not sure
what it is, how to request in my case and how can I check that
this is actually the problem?

and I don't know if there should or shouldn't be the option,
but I can't set GPU to use PCI-e in the bios
