can't change any settings in bios toshiba setup utility

can't change settings in bios except language and date only after cmos reset, i reseted cmos many times, so it can't load windows too, i install windows on another computer and put ssd back but when i power on laptop it tells that insert system disk in drive but in bios ssd is recognized, in bios boot menu is disabled. what might be the problem?
