Hi,
I've a Dell Optiplex 755 PC with a C2D E8400 CPU and an Nvidia GT440 GPU and for some reason my GPU is stuck at PCIe x1 speed, as you can see here:

Games stutter a LOT unless I cap the frame rate. And even with capped frame rates, frame times jump all over the place and even 60FPS with vsync feels laggy and stuttery.
I've tried everything. Reseated the GPU, tried various system BIOS, even reflashed my GPU's BIOS to previous versions but no luck and I'm honestly running out of idea. I've Googled it up a little and it appears the problem is related to Intel's Q35 chipset which doesn't seem to like Fermi GPUs, for some reason or another.
My question is; is there a solution to this weird problem?
P.S This is my very first post here and I've honestly no idea if this is the right place to ask such a question. Feel free to move this thread to a relevant sub-forum.
