Lanner NCA-1513D try to remove admin password

Hello,
i have a Lanner NCA-1513D appliance. This unit came with a admin password set to enter bios.
I tried to remove this password and read the bios dump with "flashrom -p internal" because i have no device like a ch341a in my lab. In this dump changed with a hexeditor the entry for the password and fill with "00". I flashed this modded dump back with flashrom. Now if i want to enter the bios the device ask again for the admin password. But the password is empty and i must only press enter for the bios. I can't change all settings because i am only in user mode and administration restritcion is still active. The option to remove administration password is not selectable. So what can i do to remove the administration password that can i change all settings in bios menu? The bios chip is a winbond w25q128jvsq.
