Gateway ML3109 SLIC 2.1 Request

I downloaded and installed the file 8310_slic.rom and it is still SLIC 2.0 , not 2.1. there is also an XP folder in the set you gave. There is a ROM file in that directory named 8130.rom but it is dated older and I assumed that was the original ROM from gateway's support site. Am I missing something?
