DELL Dimension E521 requesting BIOS mods for adding hidden options

modbin6 2.04.03 show CPU Speed Control = Normal(unhidden).
But on board, press F2 go into bios, i can't find this setting?

I have a C521 that I've been messing around with, which is essentially the same machine but in a slimline case, and I too have been curious about activating hidden options in its bios.
