Dell Inspiron 17R 5737 Insyde bios flashing , Black screen and one beep of DOOM

Dell Inspiron 17R 5737
1.Fan starts and stops. black screen and a single beep continues.
2.Sometimes it work just fine but if i restart it the same black screen and single beep haunts me......
3.Tried flashing it from windows with the Inspiron_5737_A09.exe windows restart one beep again.....

tried all the buttons cant get it worked .....

is the bios chip dead or something ? Does it need a replacement?
