After many... many attempts this is what worked.

Many thanks to AndyP for educating me that the files listed at the top of this forum are dated and where to find newer versions! Some detective work is needed to find where the *.HDR file gets placed prior to installation/reboot, or one could use the the above 2008 r2 bios install program and replace the file.
Problems creating new bios included:
1) Make sure you have installed the latest bios prior to running RwX64V1.7.exe. Best to read included pdf.
2) Using installed server 2012 OS, upon execution of Dells Bios update program with Dells original bios file, receive a message "The Update Package is running on an unsupported new operating system. Do you want to continue?" Clicking Yes then gives the following message: "An error has occurred the Dell Instrumentation Driver (HAPI) could not be loaded." Installation fails out. Workaround:Right-Click the DUP package. Select "Troubleshoot compatibility" then select "Troubleshoot program". Select the checkbox that identifies that “The program worked in earlier versions of Windows but won't install or run now” then select "Vista..." from the list to start the DUP program.
3) Once step 2 was complete, system would reboot then state "attempting to update bios....." .... minutes and hours and days went by with no change. Hence after some research one recommended wait for 15 minutes then reboot to see if the BIOS update took. Well, that is where Bios A06 was needed to see if this process actually worked. It did, then proceeded to install modified A07 BIOS successfully!!!

Successful Server 2012 Datacenter activation!!! Assumed should work with other flavors of Server 2012 ISO's.
