I could use a BIOS for the Optiplex 380 to support the QX9650 Core2Extreme CPU wwith CPUID 10676, and 10677 The G41 chipset lists support for this CPU, and I can get Voltage and multiplier control from inside Windows.
The XPS420 supports QX9650

I had a PM reply back from Genius239. He says this microcode should be in the OPti 380 Xeon BIOS.This is a different Opti 380 than the one I had the X5470 Xeon in. I will try his BIOS and see what happens.
Here is the G41 CPU support list showing QX9650 and 130W limit. https://www.cpu-upgrade.com/mb-Intel_(ch...press.html
And here is an example at userbenchmark of a G41 running one. https://www.userbenchmark.com/UserRun/41364386
Because I didn't expect it to work I didn't pursue the QX9650 very much. I went with the X5470 Xeon which was a big surprise in itself. I've just become aware of the possibility of this working.
Thanks for the reply.
My XPS420 with native support for the QX9650 isn't working. I want to be sure I'm using a good CPU. So this project is on hold for now.
