So i have go into this a little more:

- i am able to extract the BIOS image using the universal BIOS backup toolkit to download a 2MB image
- i used EzH20 to remove the whitelist
- i tried using the original Insyde Flash utility provided by HP, but it does not allow my to flash the modified bios
- i tried using DOS to flash using Insyde FLASHIT, but this method does not work either

other notes:
- this HP computer uses an odd sized BIOS, it is not the standard Insyde 1MB, 2MB, or even 3MB; but it is somewhere around 2250KB (2.25MB)
