I tried this before, and before I was able to succeed, I got a virus that made me computer unbootable until now. I would like to reattempt.

Can you be more specific?

I booted into command prompt and typed that. it said that it wasn't a recognized command.

I also tried copying the files to a bootable usb. that didn't do anything.

Use rufus to create bootable USB

Copy contents of RAR file into root of USB after making bootable

Boot from usb (Make sure you are in Legacy mode, not UEFI)

Then when it says "C:/" type flash.bat
