Try changing TM2 Bus Ratio to 24 if you can

also , you can adjust Voltage in this menu (TM2 Bus VID)

Multiplier cannot be unlocked as this isnt an Intel Extreme chip (Only Intel Extreme Edition CPUs come with an unlocked multiplier)

There should be 6 editable options on the Cell Menu - Please take some pictures of each screen in your BIOS

Also , the max setting available in your BIOS to change CPU/AGP/PCI is actually 240/80/40 so i dont know why you cant get these options!
