I look at raw data (of BIOS) by hex editor. Smile CPUID for all CPU can be found on cpu-world.com

I'm not 100% sure if this is a valid point but could the voltage be too low to start the processor? I'm mean could the bios be trying to boot with less than 1.05 volts which is the minimum for the Q9000 but is within the voltage range for the T6600? So can this voltage be changed in the bios file or is it already part of the CPU microcode?

Level of voltage isn't a problem. Problem is a number of voltage regulators. So some pins (of CPU) don't receive a power at all.
