I advise to check LCD cable and LCD panel. Can you plug external monitor to VGA-out or HDMI ?
I change LCD and compare result in same cause.
Currently i am running win10. Laptop came with win 8. There were a lot of updates - 8.1, 8,1 with update, then system upgraded to win 10 - the update completely destroyed the system, so i had to reinstall it, after a while the hdd died, so i installed clean win7pro
I tried the utility on freshly installed win7 with some intel driver version - it worked and adjusted PWM to 1000hz and it was ok, but for some reasons (mostly work related) i had to install win 10pro and was unable to set backlight with this utility - i suppose due to new drivers.
Then i tried to roll back to win7/8 intel driver which was working with utility and it always causes failure to install or blue screen =/
I hoped for some solution overriding bios.
I am able to connect via hdmi and VGA - and external panel woks fine without flicker. I will try again now.
Upd. - Connected TV and external monitor - they work fine, no flicker. Brightness control works only for laptop lcd and doesnt affect external panel.
Laptop with 100% brightness is ok, i seems it is not using PWM setting on 100% brightness, but less than max and more than min brightness gives flicker(
