Strange Problem With Toshiba I need Help With

Ok a couple weeks ago I Bought a Toshiba p875-s7102. I also bought a 200GB HDD and an OEM copy of Windows 8.1 Pro. Every time I Reinstall A Picture shows up and locks me out of Windorws. Is this an Intel AT problem because I called Toshiba and they said that it was not reported stolen. Or is it a virus? I have attached a Picture of the lockout screen. Please help I am at my wits end...............!!!!
