It's a Driver Issue but to be sure You need to make a test using a different Windows version e.g. 7
If You get same error then there is a compatibility issue and I don't know how to solve It !
You have to find same laptop's users WiFi Card report on Google and find a solution !
This or You can use an old Bios version and try if using It will solve the compatibility issues !
So Downgrade by software to previous version then make Firmware Dump again and I will
Patch It for You !

Thank you for your reply. I have found what cause the problem.

My x1 carbon is the 1st generation. The WWAN mini PCI-e slot is not fully routed to the PCH. only the WLAN slot got the full function, and damned lenovo use sff slot which is not standard mini pcie or ngff. which means I won't find any 7260 ac card for my x1. so i think i have to leave it there or buy a new X1 3rd gen....

But anyway, I think the bios got the whitelist removed successfully.  I should thank you for all you kind help.

Bios mod can be flashed using SPI-programmer+SOIC8 clip only

I have a first generation Carbon X1, and it came with an N300 radio. 
I bought an Intel 9260 and an adapter (to get it to fit in the slot that currently has the wifi card in it).

I got an unsupported hardware error and thought it was due to the adapter. I bought an Intel 7260 which can fit in the mini PCIe slot that the WWAN card usually occupies but I got the same error.

I've come to the conclusion that I need to either install core boot or modify the stock BIOS.
The former seems to risky, so I'd like to modify the stock BIOS.

If anyone could help me with this I would really appreciate it.

Hi,

Based on my reading, this computer needs a SPI Programmer and SOC8 clip to reprogram the bios.

Those are ordered and will be delivered in time (ordered from a supplier in china).

I took apart the laptop, and I see two potential chips that are the for the BIOS.

1. 25L3208E
2. 25L6406E

They're both pretty close to each other. Which is the one for the BIOS?

I can then dump it and upload for a patch. I don't want to dump the wrong one. I took a picture of the two chips here:
