it didnt help. However I noticed different thing. Normal boot sequence for 2x2378 is 86-87-FF-86-87-FF-86-87-45. So it looks like retry or double failure but continuation anyway. In case of 2x2435 is 86-87-FF and stops there....Are you able to follow the code e.g using IDA as maybe it is patchable ??
in this review s2915 with NVIDIA 3600 work great on 2xsix core. Guy pays attention to EPS power supply. Hmmm I feeded empty 4pin port from MOLEX and also tried ATX 2.3 very good PS for all 8+4 pin....who knows...if i will get any i will try

From Thunder n3600R manual:

Are you sure you PSU haven't 4 pin connector?
Your PSU is CPSU-0072. It's remarked Delta DPS-500GB. Update: it's Delta DPS-500GB M without 4 pin connector.

it has 24 + 8 pin. 4 pin is empty but i splitted voltage from MOLEX and feed empty 4 pin. Main difference from specification between 'e' and non 'e' servers is MB type and PS. All 'e' versions have EPS, non 'e' delta power. Actually if you see photos of MB on datasheets both 'e' and non 'e' have 4 pin empty.
