OK. Your BIOS has the microcode for CPUID=0206A7: version 14, date 01/06/2011. Windows loads the newest microcode: version 29, date 12/06/2013. All features of your CPU is correctly determinated.
You don't need to update BIOS to run i7-2860QM. You need new cooling system, cause your CPU is overheating!

Check the cpu temps with http://www.alcpu.com/CoreTemp/
Cleaning exhaust wil help and reapplying new thermal compound is a must when ever a new cpu is placed
make sure u don't put to much on the cpu cause that will cause negative effects

karakarga, HM65 chipset doesn't support CPU with Ivy Bridge core.
Microcode with version 29 and date 12/06/2013 for Sandy Bridge core only.

HM65 chipset CAN support Ivy Bridge core!

It seems that, your hardware knowledge is poor...

Karakarga, please be nice, "your hardware knowledge is poor" is uncalled for
Ps, DeathBringer is in fact correct, HM65 chipset does not support Ivy Bridge, only HM75/6 support Ivy Bridge.

OK, I have updated my Sony VPCF21Z1E notebook bios with latest UBU 1.69.5 and re-programmed it back to the notebook with American Megatrends Aptio utility version 4.
Added and updated Ivy Bridge and Sandy Bridge latest microcodes. (And also network stuff, not important here.)
I have bought a 3rd generation 3612qm CPU, tried to run it. "But NO!" Machine not opened. Black screen only....
I later thought about the CPU being fine or not. Went to a computer shop and wanted them to test, being a fine working unit or not. They have put it onto a 2nd and 3rd generation supporting little barebone pc mainboard, run it, the CPU worked.
So finally, and definitely Sony VPCF21Z1E can not run, 3rd generation processors at all. Seemingly, it's hardware is not compatible with 3rd generation CPU to run.
Deathbringer, I know hardware a lot, because of being an Computer Engineer, mainboard repairer, previously owned a Computer Shop. So please do not hurt, 'Karakarga, please be nice, "your hardware knowledge is poor" is uncalled for'

My laptop started normally after upgrade CPU, but when I am playing FIFA 16 or GTA5, the games were very lag. After, I changed 2860qm to 2630qm, I played FIFA 16 and GTA 5 normally with no error. I want update bios for my Vaio but in homepage of Sony UK, there are no Bios update for Sony Vaio VPCF21Z1E. My Bios is in 02/10/2011. Please help me!
i7-2860QM CPU needs more power to run, and it get's hotter. (No matter it is a 45Watt CPU. Similar i7-2920XM at same speed, consumes 55Watts. Sometimes those TDP marks are not really true in some cases.)
You may consider trying a higher power unit of more of the original 150Watt by Sony. A 170Watt power supply unit may be, I have seen one at an Asus mainboard, but it was very expensive.
This may or may not help. Because the mainboard electronics and regulators must handle it also. Sony used maximum i7-2720qm at same but non 3D VPCF2 series with a bit bigger screen. You may only, and possibly, update to that 2,2GHz processor without any problem.
For now, 4k playback needs very more processing power than i7-2860QM can handle. 1 or 2 years later, notebook processors will be 6 core with 3GHz speed. Give up confusion, those Sony notebooks, eventually outdated....
