Too much solder.
Neighboring pins in the socket may not have contact with СPU.

Have you tried this mod before on Optiplex 755? What about solder socket pins instead?

Nope Big Grin
CPU is working fine. Still get 3.2Ghz at 1600Mhz FSB, PCIe freq. 117Mhz. PCIe freq messes some games, so I want to do this via hardware and not software.

CPU working does not mean pins are not already bent, but wow that is a lot of solder for this type of connection Smile
So what you really need, is BIOS with PCI setting visible or locked to 100 so you can lock to 100, then mod like this is not needed.

But, sounds like you're up and running now with the hard mod, so all solved!
