Although this model is old ,but it's impossible to burn your laptop ,you're overthink. There are multi temperature protection mechanisms for processor or whole . such as BD PROCHOT ,when it arrive or over 100 degree(on this model) ,cpu freq will down or boost will closed temporarily until temperature is in safe region. Except for this , tdp wall is also a protection. And if the whole temperature over than 70 degree the fan will run at 100% ,is it still not enough for you?
Now that the temperature is high as you said ,why do you need overclock options? It's a oxymoron. If you want to decreade the cpu temperature ,currently do undervolt via Throttlestop or XTU is best way.
*. Laptop platform can't overclock processor. (Maybe new zen3 laptops can ,but i'm not sure.)
