Then check CPU speed.

Despite all, nothing changed in Windows, sorry( BIOS also shows only 1.53Ghz instead 1.7.
But yesterday I added wrmsr to Grub2 and after that Debian shows correct cpu speed.

May i ask, if you overrided acpi tables (acpi3.aml) in your mods?
