Publish HII resources

Hey guys!

Motherboard: EVGA Z490 Dark

I'll just state my problem first: HII resources don't get published, because the vendor disabled it.
This problem wasn't present formerly, but it's actually quite a trend now. ASUS was so kind, that he implemented a toggle which could control this function --> disable/enable (disable is the default by them); it isn't even suppressed
But EVGA decided that the user has no control in this regard and ultimately disable it.
Basically I'm interested in whether it can be modified, thereby allowing the HII resources to be published or not.
