Possibly damaged BIOS chip - Help please

I had a set of 64GB RAM (32GB x 2) and it wasn't running stable at XMP settings and caused my computer to crash. I repaired windows with sfc /scannow, rebooted the machine and went back into BIOS to loosen up the timings. I adjusted some other settings (I don't remember exactly which ones), and when I restarted the machine, it wouldn't POST. The keyboard lit up and changed colors, then it shut off and wouldn't try to boot again. When I pressed the power button again, it only lit up briefly, less than a second and shut off again. 

I removed the CMOS battery to reset it to default, and I changed the RAM, I even tried it once without RAM and without the hard drive, but it still did the same thing. 

I don't believe the motherboard was damaged since it didn't even turn back on after adjusting the BIOS, and believe the RAM somehow corrupted the BIOS chip. To be honest, I'm not entirely sure if that's possible, but this is what it seems like to me. I have had a BIOS chip get corrupted before and though it was a long time ago, these symptoms seem similar.

Questions:

1.) What should I do to troubleshoot and identify the problem?

2.) If I need to either program or replace the chip, what route should I choose? I have a SOIC test clip and have programmed a chip in circuit before, but this is a different form facto and my clip will not worth with it. I believe it is an WSON8 chip.

When I switched the CPU from the 11700k to a Celeron G5905, the laptop runs much longer, but still does not POST.

The keyboard lights up and changes color from Blue to Green to Red, then back to Blue where it remains for 10+ seconds and then shuts off. During that time I can control the fan speed with the keyboard.

I am trying to learn this stuff and your help means alot to me.

What should I do next to troubleshoot this?

Alright, there has been a change. It does the same thing with the keyboard lighting up, but now it restarts on its own. It was not doing this before.
