HP Pavillion Laptop 15-eg0025nr [15eg-oxxx shown in BIOS] (Possibly a former Business Computer)

I've watched ever single Youtube video out there and non of them work! So I stumbled upon this form and joined specifically for this question.

I wiped the HDD from the command promt and need to install a fresh Win11 OS on a formerly Win7 HP Pavillion LT. Now I can only boot to the BIOS basic settings. When changing the boot settings to USB the machine seems defaults to the OS Boot Manager and ignore the changes I have made. Tried to attached a screen shot but it won't upload. I've spend 3 days on this and still have no solutions. If you have a suggestion please help Huh
