[REQUEST] Asus Predator Helios Neo PHN16-71

Hello guys!

I've been saving up for a year and bought this laptop Asus Predator Helios Neo PHN16-71, sadly it throttles down from 150w to 100w despite not surpassing 70c due to PL1 time limits. I've tried using intel XTU and throttlestop but the bios refuses to apply the changes and the cpu (13900hx) appears to be locked. Is someone able to unlock it so I can tweak it?
