Unusual feature found in a BIOS...

Question 
So I work as a server refurbisher and one of my colleagues received a CiaraTech PC and when he clears the CMOS, to remove the password, it doesn't remove the password at all. Since i know how to Manually flash a BIOS chip, he sent me the computer so i could flash the BIOS for him. But i was curious about how clearing the CMOS did not remove the password but it cleared the RTC only. I later found out the BIOS was modified to regenerate a specific password by default everytime it loses it's settings like when i clear the CMOS for example. 

Now, what i'm asking is, how can i customize a BIOS in a similar way as CiaraTech did and how can i remove that feature?

Also, the mobo has 2 BIOS chips (one of 16MB and one of 8MB. Which i guessed the second chip might not be a BIOS Backup) with different things written on both of them. I've tested some things between the mobo and the chips and i've noticed that if the chips don't have the original data written on them, the mobo would not power on at all... i saved a copy of both chips on 2 different files if anyone wants to analyze them. 

I would really like to understand how I could replicate what they did on that mobo.

I've already tried that and the other common default passwords and nothing worked so far. Like i said, the company customized their BIOS themselves, so i'm pretty sure they wouldn't have put a password as common as this one
