T3500 BIOS: How to unlock advanced CPU features like MSR, etc?

I have a Dell Precision T3500 with the following specs:
CPU: Xeon W3550
RAM: 12GB DDR3
GPU: AMD HD 7670(if relevant)
OS: Arch Linux(can install windows if needed)
I’m looking for any possible ways to unlock advanced CPU features, such as MSR (Model-Specific Registers), or other hidden settings in the BIOS that could potentially improve performance. I’ve already downgraded my BIOS from A17 to A14, but I’m still hitting roadblocks with accessing certain features.
I’m particularly interested in:
Overclocking capabilities
Power management settings (like turbo boost)
MSR-related settings or anything that could enhance CPU performance
Advanced CPU modes or hidden BIOS options
I really want to access some MSR-related features from my OS because my CPU does have a 3.6GHz turbo mode but I cant seem to enable it with msr. Im not an expert on these things so correct me if i said anything dumb!
