M7470N overclocking and pcie x16 2.1 problem

i have a hp m7470n desktop and i recently acquired an ati hd5670 pcie x16 2.1. i read that pcie x16 2.1 was backwards compatible with pcie x16 1.0 but whenever i turn it on, the fans run a lot louder and nothing happens. i also would like to have the OCing features.

can someone please, please help me?

right now it's running on HP's bios v3.48

Its an AWARD bios not normal PHOENIX .
Moved to AWARD UNLOCKING REQUESTS .
