optiplex 7010 unlocking request

I just read the thread about the UEFI dell studio bios.

I have some, but not all vPro features avaiable on my optiplex 7010. Would it be possible to unlock the disabled KVM features of the vPro Management Engine Bios Extension (MEBx)?

I also have access to an optiplex 9010 as well and would be happy to be the guinea pig for each system
