Precision 490 SLIC v2.1 certificated not found

I have be trying to get my precision 490 to activate windows 7 with no luck. I have used the BIOS mod DELL_Precision-490_A08_DELL-B9K.MARKER-SLIC_DELL-SLP to upgrade the BIOS to SLIC v2.1. SLIC Toolkit v3.2 report that it can't find a certificate tablehough it report it is V2.1 capable. I used the Pheonixtool v2.54 to generate a new flash executable with updated cetificates which also did not work. No matter what I do the BIOS does not seem to have a valid SLIC table with the correct certificates. Any go a working MOD or a clue how to create one?
