This bios lacks memory and cpu settings but I think it also hides bluetooth feature.
The pc is equipped with ralink rt3290, a tecnology described as "Cost-effective, high-performance Wi-Fi and Bluetooth on a single chip". However there's no bluetooth in device manager under windows. It's probably turned off in bios the voice hidden.

If the keyboard shortcut doesn't work then maybe there is no Bluetooth hardware installed for your laptop's sku.
