Dell Optiplex 360 cpu help

I am having trouble putting in a xeon e5410 in the motherboard ive done the mods too and put it in the correct way but when i put it in the fan cranks up and the bios speaker makes a buzzing noise i have tried different ram modules and still nothing, help would be appreciated
