[REQUEST] DELL PRECISION 3510 unlock

Hi, I have a DELL PRECISION 3510 with a core I7 6820HQ and a AMD Firepro W5130M, i'm here because I want to "unlock" some features, at first I want a fully unlocked TDP for the CPU (which throttle at 35W instead of 45W, whenever I use throttlestop or not), finally I want to control the voltage of the W5130M, I heard that the vbios is integreated into the UEFI bios, if not tell me how to extract it.
Do you think all of that could be possible?
