I tried, but I'm getting this error same with oggy997:  The current system bios is the same or newer version

UPDATE: I found a way to bypass the version check issue, and the BIOS you shared actually solved part of my problem, I no longer have to press F1 or F2 during startup. However, the main issue still remains: the CPU fan isn't working. According to what I've read online, it might be related to the EC update, but these old Toshiba laptops can be really frustrating when it comes to stuff like this. Thanks again for your help. If anyone has experience with this issue or has an older BIOS version that might be compatible with my system, I’d really appreciate your help.

I was having the same problem as you. Now, I'll describe a method that can help you bypass the 'newer version' error.
go  C:\Windows\Temp\WINPHLASH64 folder  and edit PHLASH.ini   :   find the line that says
Advanced:0 and change it to Advanced:1 , then save the file. After that, run WinPhlash64.exe
located in the same folder. Click on the "Advanced Settings" option on the right,
then uncheck the box for "Flash only if BIOS version is newer than system." After that, go back to the previous screen and click on "Flash BIOS."

Go to BIOS and do Load Defaults, save and reboot.
