Shuttle XPC DH270 unlock

I have a Shuttle XPC DH270 w/ i7 7700T that is thermal throttling @ low temps.  I suspect that the BIOS has thermal throttling offset specified, but it is not user accessible.  Would someone please verify this or unlock the setting "tcc activation offset" so I can set it to 0.  BIOS file attached.  Thanks!

Thanks for the help so far.  I am getting "18 - Error: Secure Flash Rom Verify fail" when using the Shuttle provided flash tool.  The flash tool is a batch file which runs the command: AFUDOSA5.exe DH270000.109 /p /b /n

Is this expected when using a modified rom, and if so what is the workaround?

Hi~~use this tool to dump current bios.

Running bk.bat as administrator ,if you os is win10 ,please double click bk.bat.
It will dump bios to a bk.rom ,then attach it.

No any change???can't see chipset tab or other options on advanced tab??
Maybe advanced options lost but you should see chipset tab.
Confirm bk_109.rom flashed ??
